He has been deputy director of the Centre for Political and Constitutional Studies and is a member of the Open Government Forum of Spain and the European Commission for Democracy through Law (Venice Commission). Professor Rubio belongs to the Advisory Council of the Global Network ofElectoral Justice and is an Academic member of the Royal Academy of Jurisprudence and Legislation.
